There's ebay and Facebook. Then there's local charity shops. Then some stores like H&M are doing second hand lines. And there are loads of new online spaces like: re-fashion or depop.
Usually second hand clothes are sold clean and in good condition. If in doubt, you can wash them at higher temperature (if the textile allows it), when you get them.
